Where the grounds for the decision are not yet available, the assumption of a manifest error in the contested decision may, as a rule, only be made if the existence of an obvious error can be established without knowledge of the grounds for the decision. This may, for example, be the case where the operative part pronounces a legal consequence that derives neither from the EPGÜ nor the RoP
